About this opportunity

Texas Department of Transportation (TxDOT) is soliciting bids under Invitation for Bid 601320000072188 for turnkey cleaning and maintenance of two asphalt storage tanks at its Gonzales Maintenance Facility in Gonzales, Texas, with questions due October 28, 2026 and responses due November 6, 2026 at 3:00 p.m. Central Time. The Preferences Schedule claims no tie-bid or source preferences, so no preference program applies. Respondents must register on the Euna Procurement platform and submit through the TxDOT Procurement Portal, and new suppliers must apply to the Texas Comptroller's Centralized Master Bidders List to receive bidding opportunities.

The scope covers two Duraco Model 8250 tanks of approximately 8,000 gallons each, with an estimated 4 to 6 inches of residual asphalt and accumulated material per tank. Required work includes complete interior cleaning, removal of asphalt emulsion and residue, waste transportation and disposal, gasket and seal replacement, and final inspection. Work must begin within 10 business days of written authorization and run Monday through Thursday, 8:00 a.m. to 4:00 p.m., unless otherwise approved. Vendors must have at least three years of asphalt storage tank maintenance and repair experience within the past five years, and must carry Commercial General Liability of $600,000 per occurrence, Commercial Automobile Liability of $600,000 combined single limit, and Workers' Compensation per Texas law, with policies issued by A.M. Best-rated insurers.

Pricing must be all-inclusive, firm, fixed unit prices per tank, covering labor, equipment, materials, waste disposal, transportation, mobilization, replacement parts, lodging, per diem, travel, and incidentals. No additional charges are permitted without written TxDOT authorization. Each line item requires a non-zero unit price submitted in Excel format on the price schedule revised September 7, 2026; a $0.00 unit price renders the response non-responsive. The contract term is specified in the executed Form of Contract, with renewal options at TxDOT's sole discretion. The contract is subject to termination without penalty based on availability of state funds.

Vendor performance is scored pass/fail on documentation review and a rating in the CPA Vendor Performance Tracking System, with A, B, or C ratings passing. Award will be made on best value to the state, considering specification compliance, purchase price, and risk of vendor non-performance. The tentative award date is November 12, 2026. Questions go to Jeffrey McCarthy, CTCD, at Jeffrey.McCarthy@txdot.gov or 940-720-7726.
