About this opportunity

The City of Mission Viejo is requesting sealed bids for asphalt repairs and overlays of various streets (CIP #27838) with bids due July 1, 2026 at 10:00 a.m. and contract award consideration scheduled for July 14, 2026. Bidders must hold a Class A or Class C-12 California Contractor's License at the time of award, and prevailing wage requirements under California Labor Code Section 1773 apply. All contractors and subcontractors must register with the Department of Industrial Relations prior to bid submission.

The scope includes removal and replacement of asphalt concrete with a minimum 2-inch depth, cold milling of 1.5 to 2 inches of existing pavement, placement of engineered paving-mat interlayer, and placement of 1 to 2 inches of asphalt concrete overlay (approximately 3,650 tons total). Work also encompasses crack sealing, adjustment of 61 sewer manholes, 84 water valves, 12 survey monuments, and 7 storm drain covers to grade, plus replacement of 4 traffic signal detector loops. Estimated quantities include 16,000 cubic feet of removal and replacement, 110,000 square feet of cold-milling, and 355,000 square feet of interlayer material. Work must be completed within 45 working days, with restricted hours of 8:00 a.m. to 4:00 p.m. on working days. Work in areas near schools must be scheduled during summer breaks or weekends.

Bidders must submit a 10 percent bid bond or certified check with their proposals. The successful bidder must provide performance and payment bonds equal to 100 percent of the bid price before contract execution. Comprehensive insurance requirements include $2,000,000 general liability per occurrence and $4,000,000 aggregate, $1,000,000 automobile liability, workers' compensation at statutory limits with $1,000,000 employer's liability, and umbrella coverage as needed. Subcontractors performing work exceeding $10,000 or 0.5 percent of the total bid must be listed with license and registration numbers. Unit prices prevail over extended amounts in case of discrepancies, and the City reserves the right to increase, decrease, or omit portions of work without changing the character or scope.
