About this opportunity
The Missouri Department of Transportation (MoDOT) Northeast District is seeking a vendor to clean and repair a 10,000-gallon vertical asphalt oil hot tank located at the Wayland Maintenance facility in Christian County. The primary scope of work includes comprehensive tank cleaning, disposing and recycling retrieved materials and waste, removing and replacing the existing 3" Schedule 40 heating element pipe, and assisting MoDOT crews with installing new cables and a float for the tank gauge. The Invitation for Bid (IFB) requires vendors to provide a complete solution that encompasses tank cleaning, residue hauling/disposal, pipe replacement, materials, and labor, with MoDOT providing the new heating element and handling electrical work. The bid solicitation opens on October 23, 2023, and closes on November 7, 2023, with bids due by 7:00 PM GMT. Interested vendors are encouraged to arrange site visits with the MoDOT Northeast District Facilities Manager to inspect the tank and facility prior to submitting a bid. The contract will be awarded on an "All or Nothing" basis to the lowest and best bidder that meets all mandatory specifications and requirements.
The procurement encourages participation from Minority Business Enterprises (MBE) with a 10% target and Women Business Enterprises (WBE) with a 5% target. Service-Disabled Veteran Enterprises (SDVE) are also encouraged to participate. The contract includes specific insurance requirements, including general liability coverage of $500,000 per person/$4,000,000 per occurrence, business automobile liability with similar coverage limits, and workers' compensation coverage. Liquidated damages of $250 per day will be assessed for failure to complete the work within the specified timeframe. Payment will be made in full after project completion upon receipt of a correct invoice, with no partial payments permitted. The solicitation does not list any incumbent vendors and provides no explicit budget range, but requires a lump sum pricing approach that includes all deliverables, materials, and labor associated with the tank cleaning and repair project. Vendors must comply with Missouri's Domestic Products Procurement Act and other state regulatory requirements.
