The City of Philadelphia is soliciting quotes for asphalt extraction solvent via micro purchase B2727411, with quotes due July 15, 2026. This is a lowest-responsive-and-responsible-bidder award, and the total contract value cannot exceed $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date, commencing upon issuance of a purchase order.

Sellers must quote all items in order to be eligible for award and shall not deliver products or provide services until notified by the department. All prices quoted must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Products must be delivered FOB Destination Point. Quotes remain valid for 60 days from the submission date. Payment is made via electronic deposit following delivery and City approval of products and services.

Submission is required through PHLContracts. Sellers must complete and submit a signed Consent and Authorization Agreement prior to quote closing and must complete all tabs in the PHLContracts system and address any red validation warnings before submission. Sellers are required to procure workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. Completion of an optional LGBTQ Applicant Opportunity Data Form is voluntary; the City uses such data to track LGBTQ-owned business participation and enhance diversity, equity, and inclusion in procurement. Contact the Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721 for submission questions.
