About this opportunity

The City of Marina is requesting Statements of Qualifications from landscape architectural consultant teams to design the Asian American Garden at Locke-Paddon Wetland Community Park, with SOQs due September 28, 2026 and an optional site visit on August 28. Selection is qualifications-based, not price-competitive at the proposal stage.

The scope spans site investigation, conceptual and final design, preparation of plans and specifications, cost estimates, bid support, construction oversight including submittals review and site observations, and project closeout. The consultant must demonstrate experience with Asian American garden design, Asian plant materials adapted to coastal conditions, California native plants, water features (streams and waterfalls), universal accessibility standards, and California permitting requirements. Proposals must document a minimum of three comparable projects completed within the past five years and include resumes of key staff.

Evaluation is weighted as follows: Understanding of City Goals and Project Uniqueness (10%), Familiarity with Locality (10%), Specific Management Approach (20%), Experience (20%), Organization (15%), Reputation (15%), and Services Offered (10%). Cost proposals must be submitted separately as a not-to-exceed fee covering all labor, subconsultants, reimbursable expenses, and other costs. The project is funded with local dollars from the City of Marina.

Proposals must include an introductory letter, executive summary, organization and approach statement, detailed scope with deliverables and schedule, cost control methodology, conflict-of-interest and litigation-history statements, and signed non-discrimination compliance documentation. Questions are due in writing by 4:00 p.m. on September 4, 2026. SOQs are due by 4:00 p.m. on September 28, 2026 in PDF format to Scott Shepard, City Engineer, at sshepard@cityofmarina.org. The City reserves the right to reject proposals, cancel the RFQ, and negotiate with any qualified consultant; final selection requires City Council approval of both the consultant and the mutually agreed-upon fee.
