The design-builder must commit to a guaranteed maximum price at the end of schematic design or during Design Development as agreed by the Trustees. Phase 1 work products and electronic files become property of the Trustees and may be used as bridging documents if the project does not proceed to Phase 2.

The estimated Direct Construction Cost Budget is $215.96 million. Phase 2 contract duration is approximately 915 calendar days with a Notice to Proceed anticipated in March 2028 and Notice of Completion in August 2030. Liquidated damages are specified at $5,000 per calendar day for late construction completion. The highest scoring four firms above the minimum qualifying score will advance to the second step (RFP). A non-mandatory RFQ Conference is scheduled for September 15, 2026 at 10:00 a.m. via Zoom. The successful Design-Builder will be announced December 15, 2026, with Phase 1 agreement execution on January 12, 2027 and Phase 2 agreement execution in February 2028. Joint ventures must file an affidavit at least five days prior to SOQ opening, with each party prequalified at least one business day before submission. The Trustees reserve the right to reject all responses and are not obligated to award Phase 2 to the selected Phase 1 Design-Builder.
