About this opportunity
The City of Nicholls, Georgia, in Columbia County, has issued a Request for Bid (RFB) for asbestos abatement services related to pre-demolition activities at the City of Nicholls Gymnasium located at 201 North Liberty Street. The procurement seeks qualified contractors licensed by the Georgia Environmental Protection Division to identify, abate, and remove asbestos-containing materials (ACM) from the gymnasium, including flooring adhesive, vinyl flooring, asphalt floor tile, base flashing, insulation, roofing shingles, roof flashing, caulking/putties, ceiling tiles, pipes/pipe insulation, siding, and vinyl wall coverings. Contractors must provide all-inclusive pricing that covers renovation/abatement notification to the Georgia Environmental Protection Division, removal from the property, transportation to landfill, and disposal at a permitted landfill. Required qualifications include Georgia Environmental Protection Division licenses and accreditations, proof of liability and workers' compensation insurance, three professional references, transporter information, landfill details, and a contingency plan for friable ACM discovery. All work must comply with NESHAP, AHERA, and OSHA standards and regulations. Bids must be submitted electronically through the DFS Procurement Portal at dfs.bonfirehub.com no later than November 30, 2025, at 2:00 PM EST, with questions regarding scope due by November 21, 2025, at 5:00 PM CST. Award is scheduled for the Nicholls City Council meeting on December 1, 2025, at 6:00 PM EST at City Hall, and the awarded contractor must commence work within seven days of receiving a notice to proceed and complete work within fourteen days thereof.
The City of Nicholls actively encourages submission from women-owned, minority-owned, and veteran-owned businesses and is an Equal Opportunity Employer; however, no set-aside designations or restrictions limiting response to specific enterprise categories are indicated in the procurement documents. Contractors must submit electronically confirmed certifications and declarations, including non-collusion, lobbying certification, affirmative steps for small and minority businesses, debarment status, and conflict of interest statements through the DFS Portal. The specific scope of abatement work is contingent upon results from an asbestos survey to be conducted by a separate contractor, with no guarantee of work quantity, and the City reserves the right to award the contract to the next qualified vendor if the selected contractor fails to meet the seven-day and fourteen-day work commencement and completion deadlines, respectively. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the procurement documents. Budget or award values are not specified in the available procurement materials.
