About this opportunity
The Lowell Housing Authority is requesting sealed bids for asbestos abatement services on an as-needed basis across various LHA properties, with bids due October 30, 2026 at 11:00 a.m. A Certificate of Eligibility in the Asbestos Removal Services category and a DCAMM Update Statement are required at bid submission — core eligibility filters.
The scope spans 15 line items priced on a unit basis (square feet, linear feet, or each): floor tile removal, ceiling tile removal, plaster removal, thermal system insulation removal, pipe fitting removal, boiler insulation removal, duct insulation removal, cement board removal, mobilization/demobilization, and emergency response services. All unit prices must be firm for the three-year contract term and include labor, supervision, equipment, personal protective equipment, containment, cleanup, packaging, transportation, disposal, overhead, and profit. Actual quantities and work authorization are determined through project-specific purchase orders issued by the LHA.
The estimated project cost is approximately $450,000 over three years, contingent on funding availability. The LHA will award to the single responsible and eligible bidder submitting the lowest total price across all items with no contract extensions.
Bidders must hold a Massachusetts Department of Labor Standards Asbestos Abatement License. Prior to award, the successful bidder must provide workers' compensation insurance, general liability coverage naming the LHA as an additional insured (minimum $1,000,000 per occurrence, $5,000,000 general aggregate), professional liability/errors and omissions coverage (minimum $1,000,000 per occurrence, $5,000,000 general aggregate), and automobile insurance ($1,000,000 combined single limit).
All work is subject to Massachusetts prevailing wage requirements under M.G.L. Chapter 149, Davis-Bacon wage rates, HUD labor standards, and OSHA compliance. Invoices require certified weekly payroll reports. Written questions are due October 21, 2026 at 3:00 p.m. The LHA Board is anticipated to approve award on November 11, 2026. No pre-bid site visit or bidders conference is scheduled.
