About this opportunity

The State University of New York (SUNY) is requesting proposals for research services to conduct a five-year quasi-experimental study of the Advancing Success in Associate Pathways (ASAP) and Advancing Completion through Engagement (ACE) programs, with proposals due November 23, 2026 by 5:00 PM EST. The study evaluates student outcomes including credits attempted and earned, retention, on-track-to-graduate status, and completion rates across 34 ASAP|ACE partner campuses in the Fall 2025 cohort and 44 campuses in the Fall 2026 cohort, with analysis by student demographics and campus type. ASAP|ACE, launched in 2024, provides eligible students with funding for textbooks, groceries, transportation, and other costs of attendance, along with academic assistance, personalized advisement, and career development activities.

Evaluation criteria award 60 percent for technical proposal, 25 percent for cost, and 15 percent for presentation, with the highest composite score selected for award. Pricing must be submitted on a Cost Proposal Worksheet as fixed-price deliverables not exceeding quoted rates; no travel reimbursement will be provided by SUNY. The contractor must maintain professional liability insurance of one million dollars for three years after contract completion.
