The scope encompasses professional engineering, architecture, surveying and mapping, landscape architecture, planning, environmental, geotechnical, construction administration and support, and related professional services. The contract term is five years with no renewal options, exercisable at the City's sole discretion subject to mutual agreement and appropriation of funds. Only respondents achieving a minimum score of 70 points are eligible for award; the City will select multiple firms. Evaluation criteria weight key personnel qualifications and experience (30 points), relevant project examples (15 points), overall firm qualifications (10 points), team structure (10 points), organizational clarity and personnel management (10 points), demonstrated key personnel participation on example projects (10 points), submission completeness (5 points), contact information accuracy (5 points), and JSEB certification status (5 points). Selected firms must submit a Schedule of Proposed Rates; proposed overhead rates shall not exceed 175 percent of direct labor, with an absolute maximum of 200 percent where certified by a CPA.
