About this opportunity

The County of San Diego Department of Public Works is requesting Statements of Qualifications from firms to provide as-needed professional environmental services for Federal Highway Administration and Housing and Urban Development funded projects, with SOQs due October 30, 2026. The County anticipates awarding up to two contracts to the highest-ranked qualified firms, and small local business participation will be evaluated as a criterion.

The scope encompasses environmental document preparation under CEQA and NEPA, technical studies, community engagement, environmental permitting support, landscape architecture, mitigation and monitoring, and hazardous materials assessment. Specific work will be assigned via task orders with scopes and fees negotiated project-by-project using agreed hourly or billing rates. Contractor personnel may be collocated at County offices on a full-time or part-time basis as requested.

The contract term includes an initial base period of one year with four optional one-year renewal periods. Place of performance spans San Diego County and San Diego City. All work must comply with federal audit requirements for A&E contracts, prevailing wage regulations for public works, and applicable federal, state, and local environmental regulations and guidelines.

Evaluation prioritizes offeror personnel experience and qualifications relevant to FHWA and HUD projects; project team experience and capacity including small business participation; organizational competency and quality assurance procedures; and acceptance of contract terms and conditions. Pricing will not be evaluated during the qualification phase; the County will negotiate fair and reasonable fees with the highest-ranked firm(s) following evaluation.

Statements of Qualifications must not exceed ninety pages and must include completed federal forms SF-300, five FHWA project examples from the past five years, resumes of key personnel, organizational charts, three client references, and responses to County-specific technical questions. Questions are due October 6, 2026 prior to 5:00 p.m. San Diego time.
