About this opportunity
The Detroit Housing Commission is requesting proposals for as-needed plumbing services across its PHA-wide portfolio under an RFP with proposals due October 28, 2026, at 1:00 p.m. via MITN BidNet Direct, and a pre-proposal conference scheduled for October 15, 2026, at 11:00 a.m. via Zoom.
The scope encompasses comprehensive plumbing services across DHC's approximately 3,800 units of public housing, 144 units of modernization rehabilitation across five sites, and approximately 6,000 Housing Choice Vouchers, performed on a task-order basis. The awardee must maintain comprehensive insurance coverage with DHC listed as an additional insured, obtain all required permits and licenses, comply with Davis-Bacon wage requirements, develop and implement COVID-19 health and safety procedures for DHC properties, and demonstrate commitment to Section 3 economic opportunities for HUD assistance recipients. Compliance with Executive Order 11246 and applicable Michigan civil rights legislation is required.
The contract will be awarded for an initial one-year term with four additional one-year renewal options, commencing from the date of the Notice to Proceed Letter. The awardee must provide a detailed fee schedule with costs held firm and fixed for at least 365 days following proposal submission.
Evaluation is on a 100-point scale: firm experience (0–35 points), staff capacity (0–30 points), cost and fees (0–20 points), small/minority/women/disadvantaged business commitment (0–10 points), and Section 3 compliance (0–5 points). DHC will use a ratio method for fee scoring, with the lowest proposed price receiving maximum points. Questions are due October 19, 2026, at 1:00 p.m. Contract award is subject to approval by DHC's Board of Commissioners and the Department of Housing and Urban Development.
