About this opportunity

The California Department of Forestry and Fire Protection (CAL FIRE) is soliciting bids for As Needed Operations Support Crew Services at the L.A. Moran Reforestation Center (LAMRC) in Davis, California. This Invitation for Bid (IFB) seeks a contractor to provide eight crew members and one supervisor per day, with services limited to up to 10 days annually. The scope of work encompasses critical reforestation support activities including sowing, germination, growing, seedling lifting, styroblock washing/sanitizing, hand cleaning seeds, and compound weeding. Key procurement dates include a mandatory pre-bid teleconference on June 11, 2025, written question submission deadline of June 12, 2025, and a bid submission deadline of June 19, 2025 at 3:00 p.m. The contract is anticipated to commence on August 1, 2025, and expire on July 31, 2028. Evaluation will focus on selecting the lowest responsive responsible bidder, with potential consideration given to bidder qualifications and compliance with state regulations.

The procurement includes provisions for Disabled Veteran Business Enterprise (DVBE) incentive programs and Small Business (SB) preferences, though no specific participation goals are explicitly stated. While no incumbent vendor is mentioned, bidders must meet extensive state requirements, including providing proof of insurance, valid business licenses, and certifications related to civil rights and state contracting regulations. Bidders will need to demonstrate capability to perform detailed operational tasks across various reforestation stages at the LAMRC facility. The contract's estimated value is currently to be determined (TBD), with pricing structured as hourly rates for crew members and supervisors across the three-year contract period. Potential respondents should be prepared to integrate with existing facility operations and meet stringent state procurement standards, with the ultimate goal of supporting California's reforestation efforts through flexible, as-needed operational support services.
