About this opportunity
Tampa Bay Water, a regional water supply authority serving Hillsborough, Pasco, and Pinellas counties in Florida, has issued a Request for Proposals to procure as-needed hydrogeological services on a task order basis. The procurement seeks to select five qualified firms to provide comprehensive hydrogeological support services including permitting assistance, statistical analysis, groundwater and surface water modeling, geotechnical and geophysical testing, groundwater monitoring well design and installation, production well inspection and rehabilitation, well abandonment, aquifer and surface water impact data analysis, and water quality monitoring programs. Respondents must demonstrate established reputations and documented successful experience in hydrogeological services with appropriately experienced staff and resources. Evaluation criteria carry weighted point values: project management experience (25 points), previous project experience (10 points), groundwater and surface water modeling expertise (10 points), well testing and construction experience (15 points), water use permitting and monitoring (10 points), water resource evaluation and impact assessment (15 points), water quality monitoring and assessment (10 points), geotechnical and geophysical work experience (15 points), and five bonus points for Minority Business Enterprise certification. A non-mandatory pre-proposal conference is scheduled for May 26, 2026, at 10:00 a.m.; written inquiries must be submitted by June 5, 2026; and proposals are due June 30, 2026, at 10:00 a.m. Eastern Daylight Time. Contract awards are anticipated at Tampa Bay Water's Board of Directors meeting on October 19, 2026, with five-year contracts commencing October 1, 2026, and terminating September 30, 2031.
Selected firms must maintain comprehensive insurance coverage including general liability of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability insurance of $1,000,000 per occurrence on a claims-made basis, workers' compensation coverage, and automobile liability of $500,000 combined single limit. Minority Business Enterprise status qualifies proposers for five additional evaluation points, indicating an incentive for disadvantaged enterprise participation. Compensation shall be determined through negotiated fee schedules incorporated into individual task order assignments, with rates remaining fixed throughout the contract term; however, the total contract value or budget range is not specified in the procurement documents. Respondents must accept the sample contract terms as presented or submit written requests for modifications, with Tampa Bay Water retaining the right to reject any proposed changes. The procurement documents do not reference any incumbent vendors, current contractors, or existing technology integration requirements, suggesting this represents a new contracting initiative or the consolidation of previously fragmented service arrangements.
