The Texas Health and Human Services Commission is requesting bids on as-needed heat treatment bed bug eradication services at Brenham State Supported Living Center under IFB HHS0017576, with bids due August 3, 2026 at 10:30 a.m. and an optional on-site visit on July 16, 2026 at 10:30 a.m.
The scope covers comprehensive pest control across 32 buildings at the facility, including visual inspections, thermal remediation using commercial-grade equipment to achieve 135–145 degrees Fahrenheit ambient temperature, residual barrier product application, steam treatment, industrial vacuuming, mattress encasement installation, and follow-up inspections at 10–14-day intervals. The contractor must respond to service calls within four hours during regular business hours (8 a.m. to 5 p.m. Monday through Friday, Central Time) and within one hour for declared emergencies. Services outside regular business hours require written approval from the HHS Agency Contract Manager and are invoiced at a separate rate.
Minimum qualifications include five years of relevant experience for the bidder and assigned personnel, submission of three verifiable references for similar services completed within the last five years, and compliance with Texas Department of Public Safety criminal and sex offender screening for all personnel. Pricing must be submitted as firm, fixed prices on Exhibit C with hourly labor rates for standard, overtime, emergency, and holiday work plus a price per square foot for heat treatment services. The contractor must maintain workers' compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million, professional liability of $1 million, and umbrella liability of $1 million.
The initial contract term runs September 1, 2026 through August 31, 2030 with no renewal options, though HHSC reserves the right to extend for up to one additional year. Both HHSC and the Department of State Health Services may use any awarded contract; no volume, usage, or compensation is guaranteed. Questions are due July 20, 2026 at 10:30 a.m., with responses posted by July 22, 2026. Bidders may submit responses in-person at 1100 W. 49th Street, Austin, Texas or through the optional HHS Online Bid Room.
