About this opportunity

The County of Los Angeles Department of Parks and Recreation is seeking qualified vendors through a Request for Statements of Qualifications (RFSQ) to establish Master Agreements for as-needed Golf Course Operation Services. The procurement aims to create a pool of vendors capable of providing comprehensive maintenance and operation services for one or more county golf courses, including ancillary operations such as banquet rooms, pro-shops, and coffee shops. Contractors must demonstrate a minimum of five years of experience within the last ten years, specifically requiring concurrent management of three or more golf courses, with three of those years occurring within the past five years and including management of a public facility. The Statements of Qualifications were due by 12:00 noon on Monday, April 1, 2019, and were to be submitted to the Department's Contracts Division located at 1000 South Fremont Avenue in Alhambra, California. Prospective vendors were instructed to download the complete RFSQ from the County's website at http://doingbusiness.lacounty.gov/ and register for future contracting opportunities.

The RFSQ does not specify explicit set-aside designations or restrictions on responding organizations beyond the detailed minimum qualifications for golf course management experience. No incumbent vendors or specific budget ranges were mentioned in the provided documentation. The County committed to accommodating persons with disabilities pursuant to the Americans with Disabilities Act, with an ADA Coordinator designated to ensure compliance and provide reasonable accommodations such as sign language interpretation and alternative format materials upon three-day notice. Proposals received after the initial submission deadline would be evaluated after the initial Master Agreements were executed, suggesting a potential ongoing procurement process. The Master Agreement structure allows the County flexibility in maintaining a qualified vendor pool for responsive service delivery across its golf course portfolio, enabling as-needed engagement of qualified contractors for golf course operations and maintenance.
