About this opportunity
The City of Long Beach is soliciting bids for as-needed citywide fencing services under ITB CE-22-155, with bids due October 4, 2022 at 11:00 a.m. Pacific Time. This is a public work subject to California prevailing wage requirements and Department of Industrial Relations contractor registration.
The scope encompasses furnishing materials, labor, and installation of permanent and temporary fencing; removal of existing fencing; and alteration or repair of existing fencing at various city locations, excluding masonry walls. Line items cover chain-link fence (galvanized and vinyl-coated in 1-inch and 2-inch mesh, 4-foot through 12-foot heights), anti-climb chain-link with barbed wire, vinyl perimeter fencing, wrought iron fencing, wood stockade fencing, swing gates, roll gates, and temporary fencing (free-standing and in-ground). Supplemental services include gravel, surface grading, and barbed wire additions. Labor rates must account for journeypeople, apprentices, and helpers across standard, overtime, and weekend/holiday categories. Prevailing wage applies to in-ground temporary fencing; free-standing temporary fence installations are exempt.
The estimated annual expenditure is $800,000. The contract term is 24 months from award with options for extension by mutual agreement for up to two additional one-year periods. Pricing shall remain firm for the first 12 months and is subject to Consumer Price Index adjustment thereafter for years two and three. The City reserves the right to award to one or more vendors.
Bidders must have successfully provided similar fencing services for five years prior. Performance bonds equal to 100 percent of contract cost and labor and materials bonds (if total bid exceeds $25,000) are required within ten days of award. Commercial general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation coverage, and automobile liability insurance of $500,000 combined single limit are mandatory. Questions are due September 8, 2022 at 11:00 a.m., with City responses due September 15, 2022 at 11:00 a.m.
