About this opportunity
The Detroit Housing Commission is requesting proposals for as-needed electrical services across its public housing portfolio under an RFP due October 28, 2026 at 1:00 p.m., with a pre-proposal conference scheduled for October 15, 2026 at 10:00 a.m. via Zoom. DHC reserves the right to make multiple awards.
The scope encompasses electrical services for approximately 3,800 public housing units, 144 modernization rehabilitation units across five sites, and approximately 6,000 Housing Choice Vouchers on a task-order basis. Proposers must demonstrate successful experience in similar electrical services, provide detailed organizational charts and key personnel information, and develop compliance plans for Section 3 requirements.
The initial contract term is one year with four additional one-year renewal options commencing from the Notice to Proceed. All costs must be held firm and fixed for 365 days from proposal submission. Proposals must be submitted electronically through the MITN BidNet Direct website.
Evaluation uses a 100-point scale: experience of the firm (0–35 points), capacity of staff (0–30 points), cost and fees (0–20 points), small/minority/women/disadvantaged business considerations (0–10 points), and Section 3 compliance (0–5 points). DHC will use the ratio method for scoring proposed fees, with the lowest price receiving maximum points and other proposals receiving points proportional to their relationship to the lowest bid.
Questions must be submitted by October 19, 2026 at 1:00 p.m. The contract is subject to approval by DHC's Board of Commissioners and the Department of Housing and Urban Development and will be governed by Michigan law.
