About this opportunity
The Texas Health and Human Services Commission is requesting bids for as-needed electrical maintenance, repairs, and installation services at the San Angelo State Supported Living Center in Carlsbad, Texas under IFB HHSTX-HHS0017750, with bids due September 22, 2026 at 10:30 a.m. Central Time and questions due September 15, 2026 at 12:00 p.m. Exhibit B imposes utilization goals for Texas Certified (UTC) and HHS-designated disadvantaged businesses; bidders must complete good-faith-effort affirmations and demonstrate subcontracting participation with certified minority-owned, women-owned, and service-disabled veteran-owned businesses.
The scope covers quarterly preventive maintenance inspections, annual inspections, and emergency/as-needed repairs to electrical panels, wiring, grounding systems, lighting, fire protection systems, and associated equipment serving approximately 500 residents and staff. The contractor must be available 24 hours per day, seven days per week, including holidays, responding to service calls within four hours during regular business hours (8 a.m. to 5 p.m. Central Time) or within one hour for declared emergencies. Personnel assigned must be Texas Department of Licensing & Regulation licensed as applicable and possess current training certifications. Comprehensive insurance is required: workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million). Background checks on all personnel are required prior to work commencement.
Bidders must demonstrate a minimum of three years' relevant experience and provide three verifiable references for similar services within the past three years. The historical annual spend for similar services is $15,000, provided as guidance only with no guaranteed volume or compensation. Pricing must be submitted on a firm, fixed-price basis using Exhibit C Price Sheet and include all labor, equipment, materials, and supplies. Bidders must provide hourly rates for Master Electricians, Journeyman Electricians, and Apprentices for normal business hours and overtime, hourly rates for bucket truck services, and disclose parts and materials markup cost percentage capped at 20 percent maximum. The contract term runs from the date of award through August 31, 2029, with no renewal options, though HHSC may extend for up to one additional year at its discretion. Award will be made based on best value to the State of Texas, not automatically to the lowest bidder. All required exhibits, including completed Exhibit A HHS Solicitation Affirmations and Exhibit C Pricing Sheet, must be submitted or the bid will be disqualified.
