About this opportunity
The Texas Health and Human Services Commission Procurement and Contracting Services division is requesting bids on as-needed electrical repairs, parts, and maintenance services for the San Angelo State Supported Living Center under IFB HHS0017750, with bids due September 2, 2026, at 10:30 a.m. Central Time and questions due August 26, 2026, at 12:00 p.m.
The scope covers quarterly preventive maintenance, annual inspections, and emergency repair and installation services for a facility serving approximately 500 residents and staff. Services include electrical panel inspection and testing, wiring assessment, grounding system verification, equipment replacement, lighting installation, and high-line and underground utility work. Work must comply with NFPA codes, ADA requirements, and OSHA standards. The contractor must provide 24/7 availability, respond to service calls within four hours during regular business hours (8 a.m. to 5 p.m. Monday through Friday, Central Time), and respond to emergencies within one hour.
Bidders must demonstrate a minimum of three years of relevant experience, possess appropriate Texas Department of Licensing and Regulation licenses, and provide three verifiable references for similar contracts completed within the past three years. Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Background checks on all personnel are mandatory, and the contractor must comply with E-Verify requirements. A field supervisor must be assigned, and service logbooks, detailed inspection and repair reports within five business days of completion, and 12-month warranty coverage (or manufacturer's warranty, whichever is greater) are required.
The contract begins upon award and runs through August 31, 2029, with no renewals but a potential one-year extension at the agency's discretion. Historical spend for similar services was $15,000 for the 12-month period ending August 31, 2026. Pricing must be firm and fixed for the contract life, submitted on Exhibit C using all-inclusive unit rates covering labor, equipment, materials, and supplies. Price adjustments are permitted only at HHSC discretion, following the Bureau of Labor Statistics Consumer Price Index formula or federal minimum wage increases with supporting documentation. No volume, usage, or compensation is guaranteed. Responses must be submitted in-person at the HHS Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas, or via the optional HHS Online Bid Room platform.
