About this opportunity

The North Carolina Department of Transportation, Highway Division 10, is soliciting bids for an as-needed contract for pavement marking and marker crew services across Cabarrus, Mecklenburg, and Union Counties under Contract MJ00115, with bids due October 7, 2026, at 2:00 p.m. and a mandatory pre-bid conference on September 29, 2026, at 10:00 a.m. in Matthews. This is a non-exclusive contract — the Department may make multiple awards to the lowest responsible bidders.

The scope covers installation and maintenance of delineators, lenses, raised pavement markers, heat-in-place pavement markings, and cold-applied tape pavement markings on state-maintained roadways along Interstate routes and toll facilities. Work is performed as directed by the Engineer. Typical crews consist of a minimum of two laborers equipped with hand tools, crew trucks with emergency flashers and strobe lights, and OSHA-compliant reflective vests. NCDOT supplies all materials incorporated into the work, typically stored at County and Interstate Maintenance Facilities. The contractor bears all costs for equipment operation and maintenance, personnel, and toll facility payments. Compensation is hourly across four service categories; a minimum of four hours applies per work order, with charges thereafter to the nearest quarter-hour. No payment is made for mobilization, downtime, weather delays, or meals.

The contract is available November 16, 2026, and runs through November 15, 2027, with options for two additional one-year renewal periods. Each annual period carries a maximum limit of $5 million. Bids exceeding $5 million will not be considered. Bidders must hold valid North Carolina contractor licensing under General Statute Chapter 87 and comply with the 2024 Standard Specifications for Roads and Structures and current MUTCD. Payment and performance bonds are not required. No MBE/WBE goal applies to this project.
