About this opportunity

The County of Los Angeles Department of Parks and Recreation is seeking a contractor to provide As-Needed Aquatic Weed and Algae Growth Control Services for multiple lake facilities through a Master Agreement. The procurement is structured as a Request for Statements of Qualifications (RFSQ), with the primary objective of consolidating all aquatic growth control services under a single contract. Contractors must possess specific professional licenses, including a valid California Pest Control Business License, an Agricultural Pest Control Advisor License (Category E), and a Qualified Applicator's License (Category F). Additionally, contractors are required to demonstrate a minimum of three years of experience within the last five years providing aquatic weed and algae growth control services. A Contractor's Conference was scheduled for October 3, 2018, at 10:00 a.m. at The Arboretum of Los Angeles County, with attendance strongly recommended but not mandatory. Statements of Qualifications were due by 12:00 noon on October 16, 2018, to be submitted to the Department of Parks and Recreation's Contracts Division in Alhambra, California. A contact list was to be provided at the conference to facilitate site visits, and contractors were encouraged to submit questions prior to or during the conference.

The RFSQ documents do not specify any explicit set-aside designations or restrictions for disadvantaged enterprises. No information was provided about incumbent vendors or existing contractors currently performing these services. The solicitation does not outline a specific award value or budget range for the anticipated Master Agreement. The procurement appears to be open to qualified pest control and aquatic management businesses that can meet the specified licensing and experience requirements. The contract is structured as an as-needed service agreement, suggesting that actual work and compensation will be determined by specific task orders or service requests from the County of Los Angeles Department of Parks and Recreation. Contractors submitting Statements of Qualifications after the initial submission deadline would only be evaluated after the initial Master Agreements have been executed, indicating a potential multi-vendor approach to service delivery.
