About this opportunity
The County of Los Angeles Department of Medical Examiner-Coroner (DMEC) is conducting a Request for Statement of Qualifications (RFSQ) for as-needed alcohol testing services to support forensic investigations. The procurement seeks to establish a pool of qualified contractors who can perform alcohol testing on specimens recovered during autopsies of decedents, with the primary objective of determining manner and cause of death as mandated by California Government Code Section 27491. Qualified contractors must be duly licensed and certified by the State of California and possess substantial experience meeting DMEC professional standards. The services will be provided on an as-needed basis, with potential requirements for contractors to appear and testify in court regarding their testing work. Contractors will be selected through a qualification-based process that evaluates their professional credentials, technical capabilities, and ability to meet the department's forensic testing requirements. The solicitation was posted on May 31, 2017, with a due date of January 16, 3025, though this appears to be a potential typographical error. The procurement does not specify a fixed contract term or guaranteed volume of work, but instead creates a standing pool of pre-qualified vendors to be engaged as testing needs arise.
The RFSQ does not indicate any specific set-aside designations for disadvantaged enterprises or restricted participation based on organizational type. No incumbent vendors or current contractors are mentioned in the documentation. The solicitation does not provide details about potential award values, budget ranges, or specific funding allocations for the alcohol testing services. Compensation will be determined on a per-case basis as work is assigned to qualified vendors from the established contractor pool. Contractors must maintain current California licenses and certifications throughout their participation in the program. The contract structure is designed as a flexible, as-needed service arrangement rather than a traditional fixed-fee agreement, allowing the DMEC to engage contractors specifically when alcohol testing is required for forensic investigations. No information is provided about existing infrastructure or technology integration requirements for potential contractors.
