About this opportunity

Palm Beach County is issuing an Invitation for Bid (IFB) F22-009/JM for the purchase, delivery, and deployment of artificial reef material and limestone rock under a federally funded term contract. The procurement encompasses the supply of limestone rock (3 to 4 feet diameter stones) and barge deployment services for artificial reef materials in the Atlantic Ocean offshore of Palm Beach County within 28 nautical miles of Lake Worth Inlet, with all materials deployed no further than 4 miles offshore at permitted artificial reef locations across the County's 47-mile coastline. The estimated scope includes three to ten deployments annually, each consisting of 350 to 500 tons of reef material, over an initial twelve-month contract term with four optional twelve-month renewal periods. Four line items are subject to bid: per barge load with loader deployment (4 estimated annual loads), per barge load with crane deployment (2 estimated annual loads), per barge load with crane and SCUBA diver deployment (1 estimated annual load), and supply of limestone rock at 1,000 tons annually. Successful bidders must provide evidence of three minimum references for similar work performed within the past five years, proof of applicable State of Florida or Palm Beach County Certificate of Competency, U.S. Coast Guard-approved licenses for barge, tug, and crew, and barge specifications documenting minimum 500-ton capacity and ABS rating. The County will conduct all pre- and post-deployment surveys and provide environmental permits, while the successful bidder is responsible for all labor, equipment, materials, environmental protection, staging site acquisition and restoration, and permit compliance. Pricing shall be F.O.B. destination with firm fixed pricing, and the bid submission deadline is November 4, 2021, at 4:00 p.m. Palm Beach County local time, with responses submitted to the Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.

The procurement is subject to federal funding requirements, including compliance with debarment and suspension certifications, Byrd Anti-Lobbying Amendment certifications, and drug-free workplace certifications. Successful bidders must obtain and maintain insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Business Auto Liability ($500,000 combined single limit), and Workers' Compensation per Florida Statute Chapter 440, with Palm Beach County named as additional insured. Performance and payment bonds may be required for orders exceeding $200,000. The contract includes a one-year warranty on all materials and equipment against defects in materials and workmanship, with the bidder responsible for repairs or replacements at no cost to the County. The anticipated contract value is $365,000 over the initial twelve-month term, with the County reserving the right to increase or decrease quantities and value as needed. The contract award will be made on an all-or-none basis to the lowest responsive and responsible bidder based on total offer pricing across all four line items.
