About this opportunity
Broward County Aviation Department is soliciting proposals for an Artificial Intelligence-Enabled System for Employee Screening at Fort Lauderdale-Hollywood International Airport, with proposals due October 26, 2026. This is a non-reserved procurement; certified Broward County Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) are eligible for procurement preferences — SBE/CBE proposers scoring within five percent of the highest-ranked non-certified proposer become the preferred vendor and proceed to contract negotiations.
The scope covers delivery, installation, implementation, training, and support of a comprehensive AI-enabled software solution to enhance the existing four X-ray screening machines. The system must detect and identify TSA-designated prohibited items (liquids/chemicals, dangerous tools, explosives/flammables, weapons); operate on-premises, cloud-based, or hybrid with standalone capability; comply with NIST AI Risk Management Framework; support federated model retraining without off-site data transmission; provide dashboard analytics and reporting; and integrate via API with existing X-ray equipment. The contractor must maintain at least one regional U.S. office, conduct a structured seven-phase implementation over twelve weeks, and provide cybersecurity incident reporting within 24 hours and detailed service summaries within 14 days of project completion. All BCAD-specific customizations, configurations, and data remain segregated and access-controlled; reuse or commercialization requires written County approval. Data hosting and storage must be U.S.-based; systems must comply with ISO 27001/27002, include VPN with multifactor authentication, and encrypt data at rest and in transit.
Evaluation allocates 100 points across six criteria: Ability of Professional Personnel (10 points), Project Approach (10 points), Past Performance (15 points), Functionality Checklist and Demonstrations (30 points), Location (5 points), and Pricing (20 points). Pricing points use the formula (Lowest proposed price / Proposer's price) × 20, based on initial three-year term pricing. Shortlisted vendors receive three hours for equal demonstrations assessed by Technical Review Team against System Function, System Integration, and Information Security criteria. Vendors must demonstrate experience with airport and non-airport projects of similar scope completed within five years, provide three references, and show proficiency with X-ray scanning machine integration and TSA compliance. Location preference applies to vendors maintaining a Broward County business address for at least one year preceding the posting date and operating day-to-day from that location. A Volume of Previous Payments Attestation serves as a tiebreaker — the vendor with the lowest five-year dollar volume of prior County payments receives preference.
The solicitation is funded entirely by County funds; Board approval is required as anticipated total contract value exceeds $500,000. An initial three-year contract term is specified. All responses must be submitted electronically through BPRO and receive a submission receipt; responses submitted by other means will not be considered. Vendors must submit required certifications and documentation including litigation history disclosure (three years prior), subcontractor/subconsultant listing (major material suppliers exceeding $50,000), Foreign Country of Concern Attestation (PII access), Criminal History Screening Practices Certification, Vendor Security Questionnaire covering 167 security domains including 20 questions on Generative AI governance, Affiliated Entities of Principals Certification, Agreement Exceptions (if any), and two years of financial statements demonstrating capability. Insurance certificates or letters indicating coverage capability are required. The Vendor Questionnaire and Standard Certifications form requires disclosure of principals, officers, majority shareholders, debarment history, contract performance issues, bankruptcy, and certifications under Florida Statutes regarding drug-free workplace, non-collusion, and scrutinized companies lists (Sudan, Iran, Israel boycotts, Cuba, Syria). All contractor personnel requiring unescorted facility access at Fort Lauderdale-Hollywood International Airport must obtain County-issued identification badges with Level 1 FDLE background checks at contractor expense, submitted at least two weeks prior to service commencement. Aviation-specific requirements mandate compliance with Federal Aviation Regulations, TSA regulations, and the County's Airport Security Program, including Transportation Security Identification Display Area (SIDA) access and employee security training. Cone of Silence Ordinance prohibits oral and written communications regarding the solicitation among vendors, vendor representatives, and County staff or Commissioner offices from posting through award or conclusive County action; violations may result in fines and solicitation voidance at Board discretion. Vendors may file objections to proposed rankings within three business days of posting or protests regarding specifications within five business days of posting, both subject to specific Broward County Procurement Code requirements. Questions due date and specific evaluation demonstration dates are not stated in the source.
