About this file
This is a demonstration script for Broward County Aviation Department's procurement of an Artificial Intelligence-Enabled Security System for Employee Screening X-Ray Machines (Solicitation No. BLD2131742P1). The demonstration script establishes the evaluation criteria and procedures for qualified vendors selected to present their proposed solutions. All shortlisted vendors will receive equal demonstration time of three hours to showcase their AI-enabled security system capabilities. The scope encompasses delivery, installation, implementation, training, and support of a comprehensive software solution designed to enhance existing X-ray screening capabilities at Fort Lauderdale-Hollywood International Airport, which currently operates four screening machines. Vendors must submit solicitation responses electronically through BPRO by the specified closing date and are encouraged to submit in advance. A Technical Review Team will evaluate vendor demonstrations against established criteria during the demonstration meeting, marking each criterion as either "Demonstrated" or "Not Demonstrated" with supporting comments.
The demonstration script identifies three primary evaluation sections: System Function, System Integration, and Information Security. System Function criteria require vendors to demonstrate detection and identification of TSA-designated prohibited items including liquids/chemicals, dangerous tools, explosives/flammables, and weapons; operation as on-premises and cloud-based options; data processing from various formats; NIST AI Risk Management Framework integration; machine learning capabilities; image search functionality; federated model retraining; dashboard and analytics capabilities; bias evaluation reporting; and security event logging with real-time SIEM dissemination. System Integration criteria focus on API availability, AI software configuration with X-ray machines, and image handling compliance. Information Security criteria require demonstration of real-time image management with regulatory compliance, privacy protections, vulnerability and patch management, encryption standards for data at rest and in motion, VPN and Multi-Factor Authentication security, and firewall implementation. The file does not contain pricing information, set-asides, contract term details, funding amounts, or other financial terms.

SECTION 1: SYSTEM FUNCTION
Solicitation No. BLD2131742P1, Artificial Intelligence-Enabled Security System for Employee Screening X-Ray Machines Demonstrations Script
Total Time: 3 hours Vendor Instructions: Vendors determined to be both responsive and responsible to the solicitation’s requirements and shortlisted (if applicable), are required to demonstrate the below features of its offered solution (including any out-of-box, configurable, and customizable features). All Vendors will have equal time for demonstrations.
Demonstration Time: 3 hours (script and time subject to change prior to Demonstration date). Questions and Answer time is unlimited.
Technical Review Team (TRT) Instructions: During the Demonstration Meeting, each TRT member will place a mark (
) in the applicable column, along with a comment (if needed), for each criterion based on the vendor’s demonstration.
Demonstrated Comments
6b Demonstrate that cloud-based option (as described above in number 6a) can operate as a networked system.
Demonstrate that solution can process data from various technologies in any format deemed, as determined by BCAD (e.g., XLS, CSV, XML, Syslog, PNG, JPG, etc.).
Demonstrate that solution can provide a framework for incorporating NIST AI RMF (Risk Management Framework).
Demonstrate that solution can prioritize expeditious and scalable machine learning, including but not limited to, updating artificial intelligence (“A.I.”) models and software with any new data sets.
Demonstrate that solution can provide image search capabilities, as determined by BCAD.
