About this file
This is an Evaluation Criteria document for Broward County Aviation Department's procurement of an Artificial Intelligence-Enabled System for Employee Screening X-Ray Machines. The solicitation seeks a qualified firm to provide a comprehensive software solution that enhances existing X-ray screening capabilities at Fort Lauderdale-Hollywood International Airport, which currently operates four machines. The scope includes furnishing all labor, materials, services, and incidentals necessary to deliver, install, implement, train, and support the system. Vendors must submit responses electronically through BPRO by the specified closing date and time, with all solicitation responses evaluated according to the established criteria. The contract term covers an initial three-year period, and vendors are encouraged to submit documentation in advance of the deadline to facilitate timely review.
The evaluation process allocates 100 total points across six criteria: Ability of Professional Personnel (10 points), Project Approach (10 points), Past Performance (15 points), Functionality Checklist and Demonstrations (30 points), Location (5 points), and Pricing (20 points). Pricing points are calculated using the formula (Lowest proposed price/Proposer's price) × 20, based on the initial three-year term pricing. Vendors must demonstrate experience with airport and non-airport projects of similar scope completed within the past five years, provide a minimum of three references, and show proficiency with X-ray scanning machine integration and TSA regulation compliance. Vendors failing to submit required information and documentation by the closing date may receive no points for corresponding evaluation criteria.
