About this opportunity

The Eatonton-Putnam Water and Sewer Authority (EPWSA) has issued an invitation for bids for the ARPA Water System Improvements project located in Polk County, Georgia, focusing on comprehensive water infrastructure upgrades. The procurement involves installing approximately 400 linear feet of 8-inch watermain, fifteen 3-way fire hydrant assemblies, and four 3-way fire hydrant replacements, with extensive excavation and associated infrastructure work. Specific project deliverables include removal of existing fire hydrants, curb and gutter replacement, sidewalk reconstruction, asphalt restoration, and service transfers. New hydrants will be AFC B84B models with Storz connections on 5 pumper connections. Bidders must be licensed by the State of Georgia and will be required to submit a bid bond or certified cashier's check for 5% of the base bid. Sealed bids will be received until 1:00 PM on March 20, 2025, at EPWSA's office in Eatonton, with bids remaining valid for 60 days after the closing time. The project is funded through the American Rescue Plan Act (ARPA) and will require strict compliance with applicable state and federal bid regulations.

The procurement appears to have no specific set-aside designations for disadvantaged businesses, though standard state and federal procurement guidelines will likely apply. Bidders will be required to provide performance and payment bonds covering 100% of the contract price upon award. Complete digital specifications and contract documents are available through QuestCDN.com for a non-refundable fee of $200, with project number 9547805. While no incumbent vendor information is provided, the project suggests modernization of existing water infrastructure with new hydrant installations and associated improvements. The owner reserves the right to reject any bids that do not meet established criteria, indicating a competitive selection process. Although a precise budget range is not specified, the comprehensive nature of the infrastructure improvements and the requirement for detailed bonding suggest a substantial contract value potentially in the mid-six-figure range.
