About this opportunity

Amarillo Independent School District (AISD) is requesting proposals for armored car services to provide secure collection, transportation, and delivery of district deposits to Happy State Bank, with proposals due August 3, 2026 at 2:00 p.m. Central Time. A Resident Bidder Certification form is required; resident bidders are persons or entities whose principal place of business is in Texas or whose ultimate parent company or majority owner is based in Texas, while nonresident bidders must disclose their home state and any underbidding requirements their state imposes on Texas vendors.

The scope covers cafeteria deposits from 34 elementary schools (weekly pickups on Fridays between 1:00 p.m. and 3:00 p.m. during school sessions), 12 middle and 6 high schools (twice-weekly pickups on Wednesdays and Fridays during the same window), beginning-of-year change bag delivery and end-of-year final collections, and ad-hoc principal's office activity-fund pickups across 52 campus stops. All pickups and deliveries must use clearly marked armored vehicles with uniformed, properly identified drivers. Vendors must be licensed by the State of Texas and authorized to operate in Amarillo. Insurance requirements include general liability of $1 million per occurrence, automobile liability of $1 million per occurrence, workers' compensation at statutory limits, and cybersecurity insurance of $500,000 if accessing district student or employee data; the carrier must guarantee liability with a maximum loss limit of $500,000 per occurrence. AISD must be named as additional insured with waiver of subrogation. Vendors must provide evidence of adequate bonding.

The initial contract term runs August 5, 2026 through July 31, 2027, with three optional one-year renewals extending through July 31, 2029. Proposed prices must remain firm through the base period; price increases during extension years are limited to the lower of CPI or 2 percent and require documented cost evidence. Monthly invoices must separate cafeteria from principal's office deposits. Payment terms are Net 30 days following invoice approval, disbursed via ACH or credit card only.

Award will be made to the responsive proposer offering best value using evaluation criteria weighted at 35 points for proposed price, 25 points for service plan and operational capabilities, 20 points for supplier personnel and policies, and 10 points each for financial condition and regulatory compliance. Vendors may voluntarily agree to honor CTPA (Central Texas Purchasing Alliance) pricing for other member districts' purchase orders. Proposals must include the General Proposal Questionnaire with company history, hiring standards and background-check procedures, training programs, proof of Texas and Amarillo authorization, sample insurance certificates, references, and acceptance of purchase orders. Required certifications include conflict-of-interest disclosure, federal compliance under EDGAR, felony-conviction notification, criminal background-check certification for employees with continuing contract duties or direct student contact, debarment status, and compliance with Texas Government Code provisions regarding Israel boycotts and firearm discrimination. No pre-bid conference or mandatory site visit is specified.
