About this opportunity
Pierce County and the City of Tacoma are soliciting bids for Arkema Interim Action-Phase 1, a contamination containment and site remediation project with proposals due September 10, 2026. The work centers on constructing a continuous containment wall using self-hardening slurry (ground granulated blast furnace slag, clay, and water) keyed into the second site aquitard via vibrating beam methods to create a low-permeability groundwater barrier.
The scope includes site preparation and wall-area capping — excavation, fill, grading, demolition, surcharge, and temporary work — followed by an impervious cap of imported soil, geotextile, and PVC liner to reduce stormwater infiltration. Stormwater conveyance improvements consist of constructing one new 30-inch outfall, modifying one existing 36-inch outfall, and installing a collection and conveyance system connecting the wall-cap area to the outfalls. Outfall work includes piping, vaults, headwalls, steel piling, check valves, and cofferdams.
The source does not identify a contract value, contract term, incumbent, set-aside or preference program, evaluation criteria, or timeline for questions, pre-bid meetings, or site visits.
