About this opportunity

The City of Virginia Beach is soliciting bids on an Annual Renewable Indefinite Quantity Construction Contract for Mechanical Dredging and Maintenance of Navigable Waterways and Channels (Bid Number COVB-27-101722), with bids due November 12, 2026 at 3:00 p.m. local time and a pre-bid conference on October 1, 2026 at 10:00 a.m. at the Purchasing Division. The Small Business Enhancement Program requires subcontractors to commit at least 50% of subcontracted work value to SWaM-certified (Small, Women-owned, and Minority-owned) businesses, or provide documented good faith efforts to meet this requirement.

The scope encompasses mechanical dredging throughout Virginia Beach in navigable waterways and channels, including mobilization and demobilization, dredging operations, transfer of dredged material to City-owned facilities, truck haul disposal at City-owned Dredged Material Management Areas, and removal and replacement of daymarkers and buoys. The bid schedule specifies projects including Crab Creek (15,000 cubic yards), Keeling Drain/Long Creek (13,000 cubic yards), and material transfer from three facilities (Lynnhaven, Thalia, and Cripple Creek). Bidders must hold Virginia contractor licensing and certification per state requirements and carry workers compensation, commercial general liability, business automobile liability, and excess liability coverage with specified minimum limits.

The contract limit is $4 million for each one-year term, with actual quantities and compensation determined by work orders utilizing established unit prices. The contract term runs for one year (365 calendar days) with four optional one-year renewal terms contingent on mutual agreement between the City and the Contractor. A bid security deposit of not less than 5% of the total bid amount is required, along with performance and payment bonds equal to the bid amount. Bidders must submit bids on the City's prescribed Bid Proposal/Contract form with all unit prices completed; failure to provide complete bid tabulation results in a non-responsive bid. Questions are due November 2, 2026 at 5:00 p.m. to Amanda Garbarino at agarbarino@vbgov.com.
