About this opportunity

The South Dakota Department of Public Safety Wildland Fire Division (SDWF) has issued a Request for Proposal (RFP) for the Argyle Phase Two Fuels Reduction Project, seeking qualified contractors to perform hazardous fuels reduction treatment on approximately 100.3 acres near Pringle, South Dakota, located in Codington County. The project's primary objectives include thinning, piling, chipping/mulching/grinding, and biomass utilization on the specified property. Evaluation criteria for contractor selection are comprehensive, encompassing cost per acre (25%), expertise of personnel (10%), available resources (5%), experience and history (10%), availability (5%), familiarity with the project site (10%), proposed methods and project management (20%), project timeline (5%), and proposed biomass utilization (10%). Key dates for this procurement include site visits scheduled for December 11 and 15, 2023, with a deadline for written inquiries set for December 19, 2023. Proposals are due by December 27, 2023 at 3:00 PM MST, and contractors must submit email inquiries to Lane Ostenson at Lane.ostenson@state.sd.us with the subject line "RFP #23RFP9358". The contract will have a two-year term, and SDWF reserves the right to enter into contracts with multiple contractors and to reject any or all proposals.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, nor does it provide details about incumbent vendors or existing infrastructure requirements. The solicitation appears open to qualified contractors with demonstrated capabilities in fuels reduction and biomass management. While no specific budget range is detailed in the provided documents, the evaluation criteria suggest that cost will be a significant factor in contractor selection, with the cost per acre weighted at 25% of the total evaluation score. The project's scope indicates a substantial investment in hazardous fuels reduction, targeting approximately 100.3 acres of land. Contractors interested in this opportunity must demonstrate technical expertise, appropriate resources, and a comprehensive approach to the project's objectives. The SDWF's flexibility in potentially contracting with multiple vendors suggests a desire to leverage diverse contractor capabilities to achieve the project's fuels reduction goals.
