About this opportunity

The Olympic Peninsula YMCA is requesting qualifications for architectural and engineering services for early design and pre-development of the Joe Rantz Youth Housing and Family Resource Center in Sequim, Clallam County, Washington, with proposals due November 13, 2026 and an anticipated contract start of November 20, 2026.

The scope encompasses pre-design, feasibility-level design, site planning, conceptual design, cost estimating, phasing analysis, and related A&E pre-development support for a multi-use campus of approximately 50,000 to 70,000 square feet on 2 to 6 acres. The facility will serve approximately 38 residential youth and 1,000+ unique individuals annually across four primary components: a Family Resource Center/Resource Navigation Hub, a HOPE Center (short-term emergency shelter for 16 youth ages 12–17), a Transitional Living Program (longer-term shelter for 16 youth ages 16–17), and an Adolescent Transitional Living Program as a future phase (6 youth ages 16–21). Final deliverables are due March 20, 2027, and the contract ends March 30, 2027.

The preliminary capital cost range for the full project is approximately $29.6 million to $44.25 million, with estimated annual operating costs of $1.8 million to $2.6 million and an anticipated opening target of 2030. The YMCA anticipates funding the base pre-development agreement with non-federal funds, though the project may seek federal, state, local, or philanthropic support; no public funding had been awarded as of the RFQ release. Selection does not guarantee future project phases, construction work, or public funding availability.

The YMCA uses qualifications-based selection. Proposers shall not submit fees; evaluation will rank firms on experience (25%), team qualifications and availability (20%), technical approach (20%), design capability (15%), sustainability experience (10%), and past performance (10%). After ranking, the YMCA intends to negotiate fair and reasonable compensation with the highest-ranked firm. Questions were due October 13, 2026. Contact Merrin Packer, Project Manager, at m.packer@olympicpeninsulaymca.org or 360-809-9441.
