About this opportunity

Appomattox County, Virginia is requesting proposals for as-needed architectural services under RFP 26-005, with proposals due July 10, 2026 at 2:00 p.m. ET. This is an open, ongoing services contract — not a fixed project — establishing a qualified vendor list for future work as needs arise.

Architectural firms must be licensed to conduct business in Virginia. Scope includes design, bid documents, drawings, construction administration, inspection, project closeout, cost estimation, and related professional services. The county has identified three anticipated project types: conversion and adaptive reuse of an existing warehouse for office space, renovation of an existing office building, and an animal shelter addition. Proposals must not include estimated man-hours or cost estimates at submission.

The contract term is one year effective upon execution, renewable for three additional one-year periods for a maximum total of four years. Annual work volume cannot exceed $10 million, with individual project fees capped at $2.5 million. Appomattox County provides no guarantee of work volume and reserves the right to perform work in-house or solicit separate RFPs for specific projects. The county may award to multiple qualified firms, with ranking order determining project priority unless specific circumstances warrant deviation.

Required insurance includes professional liability at $1 million minimum per occurrence, plus workers' compensation, commercial general liability, and automobile liability. Proposals must include five references from similar projects and Virginia Department of Professional and Occupational Regulation (DPOR) registration certificates for key personnel.

Evaluation criteria are approach and methodology (25%), company background and qualifications (20%), key personnel qualifications and experience (30%), project management and quality assurance (20%), and teamwork and collaboration (5%). Written questions are due July 6, 2026 at 5:00 p.m. ET. Interviews and negotiations with top-ranked proposers are scheduled for July 16–17, 2026, with anticipated notice of award on July 20, 2026.
