About this opportunity

The Atlanta Independent School System (APS) is issuing a Request for Pre-Qualifications (RFPQ) for architectural services to support facility design and construction initiatives across approximately 83 school sites, 9 administrative facilities, 3 stadiums, and related properties totaling approximately 11 million square feet of buildings throughout Fulton County, Georgia. The solicitation establishes two qualification pools: Pool A for vendors qualified for projects with a Stated Cost Limitation (SCL) under $5,000,000 and Pool B for vendors qualified for projects exceeding $5,000,000, with firms permitted to qualify for one or both pools. Architectural services encompass the complete project lifecycle including pre-contractual review, schematic design, design development, construction documents preparation, bid award administration, construction phase administration, and post-construction support. Required qualifications include current professional liability insurance, experienced and licensed personnel, and compliance with all applicable codes, regulations, and APS policies. The evaluation process utilizes a two-phase approach with Phase 1 scoring company qualifications and experience (50 points) and methodology and approach (50 points), with shortlisted firms potentially advancing to Phase 2 for presentations and interviews. A pre-qualification conference was held on January 30, 2026, and statements of qualifications must be submitted online by February 20, 2026 at 11:00 a.m. ET. The initial contract term is one year with options for up to four additional one-year renewals at APS's sole discretion.

APS emphasizes minority and women-owned business enterprise (MWBE) participation and requires firms to demonstrate subcontractor outreach plans accordingly. All vendors are required to pass background checks (with a $45 fee), comply with E-Verify requirements, Georgia House Bill 87, and all federal and state employment and non-discrimination regulations. APS reserves the right to make multiple awards based on qualifications and experience and will utilize a rotational basis for accessing pools, contacting qualified firms individually with project-specific fee schedules to be established by APS rather than through competitive bidding. All work must comply with applicable federal guidelines including the Davis-Bacon Act, Copeland Anti-Kickback Act, and Clean Air Act where applicable. APS reserves the right to terminate contracts for convenience with 30 days' notice, for cause, or immediately if circumstances jeopardize health and safety. No specific award value or budget range is provided in the solicitation documents, as pricing will be determined through fee schedules established on a project-by-project basis. The solicitation applies NIGP commodity codes 90604, 90610, 90638, 90640, 90657, 90678, 90683, and 91107.
