About this opportunity
Dane County is requesting Statements of Qualifications from architectural firms to provide design and construction services for the remodel and expansion of airport administration offices at Dane County Regional Airport (MSN), with SOQs due July 23, 2026 at 2:00 p.m. and a mandatory pre-proposal site meeting on July 8 at 1:00 p.m. The project is FAA Airport Improvement Program (AIP) or Infrastructure Investment and Jobs Act (IIJA) funded, with the FAA potentially providing up to 90% of costs.
Firms must demonstrate experience in airport and administration office remodeling and expansion, design and construction coordination, and FAA-funded projects. Compliance with FAA Advisory Circulars, International Building Code, International Energy Conservation Code, and federal provisions including Buy American (49 USC 50101) and Build America, Buy America (BABA) Act requirements for iron, steel, and manufactured goods are mandatory. Davis-Bacon prevailing wage standards apply to construction tasks exceeding $2,000. The DBE participation requirement is 0%.
The scope consolidates and expands administrative offices from three separate floors onto a single 3rd floor space, adding approximately 12,000 square feet, and includes remodeling existing administrative spaces on floors 1, 2, and 3, reconstructing the Airport Emergency Operations Center, and developing supporting documentation including Airport Layout Plans and environmental assessments. The project delivery method will be Design-Bid-Build or Construction Manager at Risk (CMaR), subject to Wisconsin statutes and FAA approval. Dane County will provide existing structural study data from January 2026.
SOQs are limited to 30 single-sided pages (or 15 double-sided pages). Pricing will be negotiated after the most qualified firm is selected; cost information is not requested in the initial submission. Evaluation criteria are capability and relevant experience (15%), project understanding and approach (25%), key personnel qualifications (15%), teaming partners qualifications (10%), past performance and schedule (20%), interest level (5%), and collaboration experience (10%). Interviews are estimated for the week of July 27, 2026, with award notification by August 3 and estimated agreement start of October 5, 2026. Questions are due July 9 by 12:00 p.m., with responses by July 16.
