About this opportunity

Gulf Coast State College has issued a Request for Qualifications (RFQ #5-2023/2024) seeking architectural firms to establish a continuing contract for miscellaneous projects across Calhoun County, Florida. The procurement aims to select a minimum of two architectural firms to provide professional services for projects with estimated construction costs not exceeding $4 million per project or $500,000 for study activities. Required services include comprehensive architectural support such as site condition review, scope of work preparation, cost estimation, government agency coordination, design and construction drawings, bid process assistance, and construction phase administration. Evaluation criteria will focus on professional personnel qualifications, team capabilities, project experience, workload, and references, using a point-based assessment system. The proposal deadline is August 8, 2023, at 2:00 PM CT, with an anticipated award recommendation to the District Board of Trustees scheduled for September 14, 2023.

The college encourages participation from small, minority, and women-owned businesses and requires compliance with various state regulations, including drug-free workplace requirements, public entity crime statements, and employment eligibility verification through the E-Verify system. The contract will be an initial three-year agreement with an option to renew for an additional three-year period. While specific budget ranges are not explicitly detailed, the procurement allows for multiple firms to be selected without requiring them to bid against each other for individual projects. Firms must demonstrate professional qualifications, technical competence, and the capability to perform complex architectural services across various potential project types. The continuing contract structure provides flexibility for Gulf Coast State College to engage architectural services as needed, with built-in termination clauses and a maximum project cost threshold to manage potential scope and financial risks.
