About this opportunity
The City of McDonough, Georgia is requesting proposals from qualified architectural design service firms for architectural and engineering design services for the Geranium Park project through RFP #26-01, funded under SPLOST VI. The project involves the design of a destination passive recreational park located at Highway 155 and Judy Drive in Henry County, emphasizing health, wellness, family connection, and beautification. The scope of work includes site planning and analysis, master planning with community engagement, walking trail design, a fully engineered signature pedestrian bridge, wellness and activity areas, family gathering spaces, landscaping and beautification features, infrastructure design, and completion of bid-ready construction documents. Deliverables must include a conceptual design submission as part of the proposal response, demonstrating the firm's understanding of the project vision and design approach, followed by comprehensive Master Plan and Concept Development phase documents, and ultimately full construction-ready documents for all approved park improvements including trails, bridge, grading, drainage, landscaping, lighting, and associated amenities. The selected design team should include only those consultants necessary to support the anticipated park amenities, may identify a landscape architect as project lead provided a Georgia-licensed architect is included and responsible for any building or architectural structures, and should anticipate including geotechnical services within the scope to support site grading, trail design, and bridge design. Evaluation criteria are weighted as follows: relevant experience and references (20 points), experience and availability of key staff (20 points), methodology and technical approach (30 points), cost proposal (30 points), and possible additional points up to 15 for oral presentations. Key deadlines include a February 2, 2026 deadline at 3:00 PM for requests for clarification, with responses posted by February 11, 2026 at 3:00 PM, and a sealed proposal submission deadline of February 25, 2026 at 3:00 PM at the City of McDonough Finance Department, 136 Keys Ferry Street, McDonough, Georgia 30253. Proposals must include one unbound original, six bound copies, and one digital PDF copy on USB flash drive, with cost proposals submitted in a separate sealed envelope.
The RFP does not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. However, all design team members must maintain Georgia professional licenses as applicable, comply with applicable codes and ADA accessibility standards, and adhere to the Georgia Security and Immigration Compliance Act requirements. Proposers must submit a comprehensive fee proposal for the Master Plan and Concept Development phase at the time of proposal submission, with the understanding that the full scope of the Construction Documents phase cannot be fully defined prior to completion and approval of the Master Plan phase; proposers may include a general approach for how Construction Document fees would be developed following master plan completion, allowing for flexibility in pricing the subsequent phase. Required insurance includes workers' compensation at Georgia statutory limits, commercial general liability of $1,000,000 per occurrence with $2,000,000 general aggregate, professional liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit. Bid bonds and performance/payment bonds are not required for this solicitation. The specific award value and budget range are not disclosed in the RFP; however, the project is funded under SPLOST VI with the final construction budget to be refined during the master planning and cost estimating process in coordination with the City. The City Council will make the final contract award with the contract term to be determined after review and evaluation of the timeline schedules submitted by the successful consultant.
