About this opportunity
The City of Kingsland, Georgia is soliciting proposals from qualified architectural firms for design and construction administration services for a new Fleet Garage facility, with proposals due August 11, 2026. A local-vendor preference applies for purchases under $100,000, allowing local vendors within 5% of the lowest non-local bid to match the price.
The scope spans concept/preliminary design (Phase 1), schematic and final design (Phase 2), bidding and contract award (Phase 3), and construction administration and project close-out (Phase 4). The facility will include a minimum of four drive-through service bays with overhead doors for heavy equipment and fire apparatus, two offices, employee restrooms sized for six to eight employees, a break room, and a secured inventory room designed to support fleet maintenance operations for approximately 200 vehicles and equipment. Phase 1 is anticipated to take 30 days; Phase 2 up to 60 days.
Pricing must be submitted in a separate sealed envelope with line-item lump-sum fees for Phases 1 and 2 and itemized pricing for Phases 3 and 4, including an hourly not-to-exceed fee for bidding and construction administration. The selected firm must commence work within ten calendar days of receiving the Notice to Proceed.
Proposals are evaluated on a 100-point scale: Experience & Qualifications (25 points), Strength of Overall Proposal (20 points), Technical Consideration (20 points), References (15 points), and Fee Proposal (20 points). Firms must provide three references with similar projects from the past five years. Professional Liability insurance ($1,000,000 aggregate / $500,000 per occurrence), Commercial General Liability ($2,000,000 / $1,000,000 per occurrence), Business Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation as required by Georgia law with employer's liability limits of $1,000,000 per accident are required. A site visit is recommended and can be scheduled by contacting Fleet Director Corey Wright at (912) 540-3191.
