About this opportunity

The Northeastern Vermont Development Association (NVDA) is soliciting architectural and engineering services on behalf of the Town of Hardwick for a new municipal infrastructure campus located on Creamery Road. The procurement seeks a qualified firm to develop comprehensive design solutions for co-locating a new Town Garage, Hardwick Fire Department, and Hardwick Rescue facility. Key deliverables include site assessments, programming evaluations, conceptual designs, preliminary engineering documents, and schematic drawings that address the relocation of the current flood-prone Fire Station and accommodate expanded service needs. The primary objectives are to create a resilient municipal complex that improves emergency service infrastructure and resolves flooding challenges. Proposal submissions are due by August 9, 2024, with all project work expected to be completed by June 15, 2025. Evaluation criteria will focus on consultant qualifications, proposed scope of work, methodology, project schedule, and overall submission quality. The RFP requires detailed assessments, including potential archaeological considerations related to a WWII-era Quonset garage on the proposed site.

The NVDA explicitly encourages participation from women- and minority-owned businesses and has set funding parameters through the Vermont Municipal Technical Assistance Program, which provides $75,000 for the project. All project expenses will be paid by the State of Vermont Agency of Administration, with selected consultants required to submit a W9 form. The procurement allows for team submissions but restricts consultant team changes without written consent. While no incumbent vendors are specifically identified, the project involves replacing existing municipal facilities and requires integration with current emergency service infrastructure. The NVDA reserves the right to interview top-scoring consultants before making a final contract award. The procurement emphasizes collaborative design approaches that can effectively co-locate multiple municipal and emergency service functions within a single campus while addressing site-specific challenges such as flood mitigation and functional space requirements.

Opportunity text

The Northeastern Vermont Development Association (NVDA), the regional planning and development corporation serving the Northeast Kingdom, is seeking design and engineering assistance on behalf of the Town of Hardwick. The Town is planning a new municipal infrastructure campus on Creamery Road that will co-locate a new Town Garage and Hardwick Fire Department. Hardwick Rescue a private, nonprofit ambulance service that responds to 911 calls in Hardwick, Wolcott, Stannard, Craftsbury, Greensboro, Wheelock, Walden, and Woodbury, also intends to lease space on the same site to build a new facility. The Town of Hardwick has developed conceptual plans for the new Town Garage, which will replace the existing undersized facility. However, the existing conceptual designs for the Town Garage do not account for co-location with the Hardwick Fire Station or Hardwick Rescue. The existing Fire Station, located on Wolcott Street has experienced repetitive flooding. The most recent flooding occurred in July 2023, and the fire trucks had to be moved. Relocation of this critical infrastructure will help to make the community more flood resilient. Hardwick Rescue's plan for a new facility may include an expanded footprint, and without additional architectural investigation, it is not clear how all three functions can be effectively located on the site. An architectural/engineering firm would therefore be needed to fully vet the co-location concept. The proposed location on Creamery Road also currently contains a WWII-era Quonset garage, which may require an assessment by a licensed architectural historian to determine what mitigation strategies might be required.
