About this opportunity
Portage County, Wisconsin is seeking Architect/Engineer services for a comprehensive remodeling project at its Solid Waste facilities located in Plover. The Request for Proposal (RFP) solicits professional design services for multiple facility improvements, including an approximately 1,100 sq ft compactor bay addition at the Transfer Facility with specific requirements for ventilation, dust control, and roof integration. Additional project scope encompasses designing dry fire suppression systems for both Transfer and Recycling Facilities, constructing a push wall for the Recycling Facility, and replacing the tipping floor. Proposers must demonstrate at least 5 years of Architecture/Engineering services experience, expertise in designing large open building structures, and capability to complete phased construction while maintaining facility operations. The evaluation will use a 1,000-point scoring system, with 200 points allocated to cost, 150 points for organization capabilities, 150 points for staff qualifications, and 500 points for proposer solutions. Key dates include a non-mandatory pre-proposal site visit on 07/21/2025 at 11 AM, with proposals due by 2:00 PM on 08/12/2025. The contract period is anticipated to run from 11/01/2025 to late 2026 or early 2027.
The procurement requires compliance with Buy America, Build America (BABA) mandates, which stipulate that all iron, steel, manufactured products, and construction materials must be produced in the United States. Proposers must provide comprehensive insurance coverage, with Portage County to be named as an additional insured. While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFP emphasizes technical competence and proven project experience. The total estimated project budget is approximately $2,340,000, broken down into $2,000,000 for primary project elements and an additional $340,000 for ceiling tiles and facility cleaning. The project will involve remodeling existing Solid Waste Department facilities, including the Transfer Facility that processes solid waste and the Recycling Facility that handles single-stream recycling. Successful proposers must demonstrate the ability to design improvements that allow continuous facility operations during construction, with a focus on maintaining the functional integrity of these critical waste management infrastructure components.
