About this opportunity
The University of Texas at Tyler is requesting qualifications for multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for on-call architect and engineer professional services, with qualifications due October 28, 2026 at 3:00 PM Central Time via BonfireHub, and a pre-submittal conference scheduled for October 8 at 3:00 PM at the Fine Arts Complex, Room 112 in Tyler.
A mandatory Veteran Heroes United in Business (VetHUB) Subcontracting Plan is required for contracts with anticipated values of $100,000 or more when subcontracting opportunities are probable; failure to submit disqualifies the response.
The scope spans multiple engineering and architecture disciplines—architecture, civil, structural, mechanical, electrical, plumbing, fire protection, landscape architecture, and specialty engineering—assigned through individual task orders to address existing university facilities including building renovations, remodeling, classroom and laboratory renovations, healthcare renovations, accessibility improvements, life-safety improvements, HVAC and electrical modifications, roofing and building envelope improvements, and deferred-maintenance projects. No specific volume or amount of work is guaranteed to any selected firm.
Qualifications submissions are limited to a maximum of 40 printable pages (excluding cover, table of contents, subcontracting plan, and execution of offer) and must not include fee, pricing, or compensation information. Respondents must provide three recent audited financial statements, describe project team qualifications and experience, list up to five representative projects completed within the past five years, and detail experience on University of Texas System projects. All submissions must include an executed Execution of Offer form with certifications regarding franchise tax status, workers' compensation insurance compliance, child support payment status, antitrust compliance, equal employment opportunity compliance, and disclosure of financial interests held by Board of Regents members or UT System executives. Respondent interviews are projected for November 16–20, 2026, with anticipated contract execution by December 1, 2026. Submissions are non-confidential and subject to public disclosure under the Texas Public Information Act.
