About this opportunity

East Texas A&M University (ETAMU) is requesting qualifications for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to establish a pool of qualified architectural firms for institutional projects, with responses due November 6, 2026 at 3:00 p.m. Central Time. ETAMU intends to select multiple respondents and award projects competitively or through negotiation.

Respondents must demonstrate a 2% goal for Service Disabled Veteran-Owned Business utilization via a VetHUB Participation Plan. Past experience with Texas public higher education institutions is strongly preferred.

The scope encompasses architectural services across pre-construction, procurement, construction, and close-out phases for projects on the main campus in Commerce, Texas. Respondents must submit a maximum 40-page statement of qualifications addressing firm background and three representative past projects, along with signed, notarized Non-Collusion Affidavits and Execution of Offer forms.

Respondents must obtain and maintain comprehensive insurance coverage: Workers' Compensation (statutory), Commercial General Liability ($2,000,000 each occurrence), Business Auto Liability ($1,000,000), Professional Liability/Errors & Omissions ($1,000,000 each occurrence / $2,000,000 aggregate), and Umbrella Liability ($5,000,000). All policies must name the Texas A&M University System Board of Regents as additional insureds with primary and non-contributory coverage.

The initial contract term extends three years from an anticipated effective date of January 1, 2027, with options to renew for up to two additional one-year terms, subject to mutual agreement and written modification. Questions are due October 26, 2026, with responses published by October 30, 2026. ETAMU anticipates selection during November/December 2026. The contract is subject to Texas Government Code provisions regarding dispute resolution, public information compliance, and state auditor authority.
