About this opportunity
The City of Westminster, Colorado, is requesting Statements of Qualifications and proposals from qualified architectural firms for design services on Westminster Fire Stations #7 and #3, with Phase I qualifications due August 13, 2026, at 2:00 PM MST and a mandatory pre-submittal conference on July 23, 2026, at 1:30 PM MST via Microsoft Teams.
The scope encompasses architectural design for two new fire stations (Fire Station #7, a new 20,000-square-foot facility addressing response-time gaps in the western portion of the city; Fire Station #3, a 17,000-square-foot replacement of an existing 1976-era station), an administrative building, and training facilities totaling approximately 56,000 square feet. Services include programming, conceptual design confirmation, public engagement coordination with a Community Advisory Team, schematic design, design development, construction documents, and construction administration. Deliverables must address project timeline feasibility and quality control measures, and the selected firm must demonstrate public engagement experience and hold a valid Colorado architect's license.
The total approved budget for both fire station projects is estimated between $65 million and $70 million, with monthly progress payments authorized on a net 30 basis. The anticipated project timeline extends through the end of 2031, with Fire Station #7 proceeding first and Fire Station #3 following, while the administrative building and training center run concurrently with Station #7.
Phase I submissions are limited to 15 pages in PDF format and must include a cover letter with firm overview, three relevant projects completed within the last five years (preferably with CM/GC or CMAR delivery methods), an organizational chart with two dedicated project teams and key personnel resumes, project management narrative, public engagement experience documentation, proof of valid Colorado architect's license, and proof of insurance coverage. No fees are requested in Phase I; pricing will be requested by invitation only in Phase II. Questions are due July 30, 2026, at 6:00 PM MST, with responses provided by August 4, 2026. Shortlisted firms will be invited to submit Phase II proposals. One award will be made contingent upon successful execution of a City Contract. The City is utilizing the Rocky Mountain E-purchasing System (BidNet) for all submissions and communications.
