About this opportunity
Tarleton State University, a member of The Texas A&M University System, is requesting qualifications from architectural and engineering firms to form an as-needed pool under RFQ 04-TARLTON-RFQ-0028, with proposals due November 23, 2026 at 2:00 p.m. Central Time. Tarleton will give preference to vendors with principal places of business in Texas or those managing contracts wholly from Texas offices. A VetHUB Subcontracting Plan is required for individual projects meeting the $100,000 threshold when subcontracting opportunities are determined probable.
Selected firms will provide design, assessment, and related services across architecture, mechanical, electrical, plumbing, civil, and structural disciplines. Services include site investigation, pre-design studies, construction documents, constructability and technical reviews, procurement and submittal support, construction inspection, record drawings, and close-out documentation. Individual projects must be valued at less than $10 million under Texas A&M System policy. Professional liability coverage ranges from $1 million to $5 million per claim, scaled to project value. Performance and payment bonds may be required for public works contracts exceeding specified thresholds.
The RFQ does not guarantee minimum work volume, project count, or compensation. The contract term is intended to be five years, with an expected start date of December 1, 2026. Payment is monthly within 30 days of approved invoices under the Texas Prompt Payment Act. The Services Agreement template governs, with compensation subject to a not-to-exceed maximum in Exhibit B and insurance requirements in Exhibit C.
Evaluation weights are experience and qualifications at 35 percent, management plan and primary team structure at 35 percent, demonstrated ability to deliver high-quality construction documentation at 15 percent, and quality assurance/quality control at 15 percent. Selection rests on demonstrated competence, knowledge, qualifications, and reasonableness of proposed fees. No pre-proposal conference will be held. Respondents submit electronically through the designated portal, with an execution of offer, felony conviction notification, non-collusion affidavit, references, and pricing.
