About this opportunity
The State of California Military Department is requesting bids on archaeological survey services at Camp Roberts in San Miguel, California under IFB, with bids due August 24, 2026 at 9:00 a.m. and written questions due August 14, 2026 at 10:00 a.m. The scope covers 2,000 acres over 12 months (September 2026 through August 2027) including planning and logistics, archaeological reconnaissance, and reporting.
Small businesses certified by the Office of Small Business and DVBE Certification receive a 5% cost preference; non-small business bidders may also receive a 5% preference if they commit to subcontracting at least 25% of the net bid price with certified small businesses. The Military Department waived mandatory DVBE participation but encourages DVBE subcontractors. The prime contractor must self-perform at least 20% of the total work.
All work must comply with Section 106 and Section 110 of the National Historic Preservation Act, the National Environmental Protection Act, Army Regulation 200-1, and the California Army National Guard's Integrated Cultural Resources Management Plan. Contractors must furnish all labor, equipment, materials, permits, and fees; site visits can be scheduled but are not required. The award will be made to the lowest responsive bid from a qualified, responsible bidder.
Contractors must maintain workers' compensation insurance with statutory limits and general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate. The contract is contingent on State Budget availability. Submit questions to Christopher Russell at Bids@cmd.ca.gov. The bid must be a single lump-sum inclusive of all contract costs.
