About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, issued Request for Bid (RFB) 605 2100000467 to procure ARC Road Pavement and Air Temperature Sensors on behalf of the Division of Equipment. This procurement seeks 50 units across four distinct sensor types: wireless sensors with display, power outlet, and cable; wireless sensors compatible with the 6100 Gen 5 application; wired sensors with display and power/outlet cable (Part Number ARC-TS-DS-H1-H4); and wired sensors compatible with SSC5100 systems (Part Number INSP-ARC-TS-SSC5100). These sensors are designed to detect ice and snow conditions on bridges and roadways. Bidders must submit responses electronically through the Kentucky eProcurement system by March 11, 2021, at 1:30 p.m. Eastern Time, with a tentative award date of March 23, 2021. A public bid reading will occur via conference line on the closing date at 3:00 p.m. Eastern Time. Award will be determined using a best value ranking approach with price weighted at 95 points and delivery time weighted at 5 points, with the lowest price bidder receiving maximum points. All bids must remain valid for a minimum of 90 calendar days after the bid closing date, and vendors must specify delivery timelines in calendar days from delivery order issuance with all items guaranteed for delivery within the specified period.

Bidders must be registered in the Kentucky Vendor Self Service System at least 24 to 48 hours before bid submission and must submit actual bid prices on the provided bid sheet as an electronic attachment. Qualified bidder status affidavits are required, with specific provisions for nonprofit corporations furthering the purposes of Kentucky Revised Statutes Chapter 163 and nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor man hours. Resident bidder status affidavits are required from entities authorized to transact business in Kentucky with continuous compliance including Kentucky income tax filing, unemployment insurance fund payments, and active workers' compensation policies for one year prior to and through the contract advertisement date. All bidders must submit annual affidavits certifying compliance with Kentucky campaign finance laws, state tax obligations, and prohibitions on boycotts of jurisdictions with which Kentucky maintains open trade. Pricing must be quoted on an F.O.B. Destination, Freight Prepaid and Allowed basis with all shipping costs borne by the vendor, and price increases are prohibited during the first 12 months of the contract with limited increases thereafter justified by industry-wide price changes. The master agreement will commence upon award and expire February 28, 2021, with the option to extend for four additional one-year periods with written approval from both the vendor and the Division of Purchases. This solicitation is available to the Kentucky Transportation Cabinet's Division of Equipment and all 12 highway districts, and may be extended to other state agencies and political subdivisions with vendor consent.
