About this opportunity
The City of Richardson, Texas is soliciting bids for an annual requirements contract for litter removal services at municipal parks, athletic sites, and public building grounds under ITB No. 03-27, with bids due November 5, 2026 at 2:00 p.m. Central Time. A pre-bid conference is scheduled for October 20, 2026 at 12:30 p.m. Central Time via Zoom, with site visits available by prior request on October 28 and November 4.
The scope encompasses comprehensive outdoor litter removal including visual inspection and debris collection from turf areas, fence lines, athletic fields, restrooms, structures, landscape beds, playgrounds, pond and creek perimeters, wooded areas, pavilions, trails, and parking lots. The contractor must empty litter receptacles, restock dog waste bag dispensers, maintain pavilion areas for public reservations, and remove illegally dumped material during service visits. The City currently collects approximately 1.46 tons of litter daily. The contractor supplies trash bag liners and dog waste bags (estimated at 144 cases annually), maintains all equipment in proper condition with GPS tracking on all vehicles, and provides experienced and trained personnel in proper safety equipment. Response to service calls must occur within two hours during standard business hours (7:00 a.m. to 4:00 p.m.). The contractor assumes liability for all site damage caused by operations and must maintain comprehensive liability insurance with minimum limits of $1 million combined single limit and $2 million aggregate, workers' compensation insurance, business auto liability insurance, and excess liability insurance of $2 million, with the City named as additional insured.
The estimated contract value is $285,000 annually. The initial term is twelve months from award, with the City holding options to extend for four additional one-year periods under the same terms and conditions. Either party may terminate with sixty days' written notice after the initial period. Unit prices remain firm throughout the initial contract period; price adjustments for renewal periods are permissible based on CPI-U with at least twelve months between adjustments.
Award will be based on weighted scoring: Price (30%), Experience and References (20%), Staffing and Equipment Capacity (20%), Quality Control and Deficiency Mechanisms (15%), and Operations and Schedule Proposal (15%). Written questions are due October 23, 2026 at 4:00 p.m. Central Time.
