About this opportunity

The City of College Park, Georgia, is issuing Request for Proposal No. 26-06 for Arborist Services through Fulton County and Colquitt City jurisdictions. The procurement seeks proposals from certified, experienced, and licensed arborists or firms employing arborists to provide comprehensive tree risk assessments, tree appraisals, and consulting services on both an on-call and project basis. Required qualifications include current International Society of Arboriculture (ISA) Certification, ISA Tree Risk Assessment Qualification (TRAQ), with American Society of Consulting Arborists (ASCA) registry preferred. Services encompass Basic, Limited Visual, and Advanced tree risk assessments; design and construction consulting including on-site and virtual consultations; tree appraisals based on industry standards; and potential expert testimony for litigation or public hearings. The evaluation will be based on technical merit (60 points maximum) and cost proposal (40 points maximum), with evaluation criteria including qualifications, references, experience with similar services, and firm stability. Critical deadlines include a non-mandatory virtual pre-bid conference on August 5, 2025, at 10:00 a.m. EST via Zoom, a deadline for questions and clarifications on August 12, 2025, at 3:00 p.m. EST, and proposals due by August 26, 2025, at 3:00 p.m. EST via the BidNet Direct electronic portal. The contract will be awarded to the most responsive and responsible bidder and is structured for one year with options to renew for four additional one-year periods.

The City of College Park offers local preference to businesses with a staffed, fixed physical location within City limits for at least one year, provided their bid does not exceed three percent more than the lowest non-local vendor. Contractors must provide Certificates of Insurance including Workers' Compensation, Commercial General Liability ($2,000,000 per occurrence), Professional Liability ($1,000,000 per occurrence), and Business Auto Policy ($1,000,000 minimum), along with performance and payment bonds equal to 100% of the contract amount. Pricing must include all reimbursable items such as mileage and printing, submitted separately from technical proposals. The solicitation documents include an addendum that must be returned with all bid submissions; failure to include it may result in bidder disqualification. All prospective bidders are required to monitor the City of College Park website and the Georgia Procurement Registry for complete and timely information regarding solicitation addenda and contract award results. The RFP does not specify a particular budget or award value in the available documentation.
