About this opportunity
Sacramento County is seeking a comprehensive Arborist and Tree Care Services contract through a Request for Proposals (RFP #2025-RFP-0059) that covers urban forestry management and public safety tree care. The county will accept proposals from either a prime contractor capable of subcontracting specialized services or a single vendor providing all required expertise. Required qualifications include ISA certification, TCIA accreditation, California C-49 licensing, and American Society of Consulting Arborists registration for professionals specializing in tree services, consulting arborist services, and plant pathology. Proposed teams must demonstrate capabilities in site and tree inspections, GPS-based tree inventories, arborist reporting, pruning strategies, advanced testing, and treatment recommendations. The initial contract period will run from December 5, 2025, through December 4, 2026, with potential extensions up to four additional one-year terms through December 4, 2031. Evaluation criteria will focus on qualifications, experience, staffing, approach, cost, and quality assurance, with a specific preference for local and micro-businesses.
The RFP indicates a preference for local and micro-businesses, suggesting potential set-aside or advantaged designations for smaller regional firms. Proposers must comply with environmental purchasing policies, provide appropriate insurance coverage, and adhere to prevailing wage requirements. While specific budget ranges are not explicitly stated, the comprehensive nature of the services suggests a substantial contract value covering multiple urban forestry disciplines. The procurement spans two jurisdictions - Sacramento County and San Francisco City - indicating a potentially broad service area. Proposers must submit a unified response that itemizes costs for each specialized discipline and clearly defines the roles of team members or subcontractors. All participating businesses must operate as distinct entities with appropriate certifications, licenses, and insurance relevant to their specific scope of work. The contract aims to support Sacramento County's environmental stewardship and long-term urban forest health objectives.
